I'm not really sure what you mean by "non expensive" but I'll show you a build that I've been using.

[skill]Hex Eater Vortex[/skill][skill]Empathy[/skill][skill]Power Spike[/skill][skill]Power Drain[/skill][skill]Wastrel's Worry[/skill][skill]Shatter Enchantment[/skill] optional [skill]Resurrection Chant[/skill]

Hex Eater Vortex is great in hex heavy areas but if you know there wont be many hexes stick [skill]Energy Surge[/skill] in the elite spot and [skill]Energy Burn[/skill] in the optional slot. [skill]Cry of Pain[/skill] is also a really great skill but it requires a decent sunspear rank to be effective.

O and I think the attributes are something like this:
12+1+1 Domination
9+1 Fast Casting
9+1 Inspiration
and like 3 in Healing

Hope this helps.

If you're talking about pve, do not hesitate to use superior runes on your headpiece. I personally like Mantra of Recovery builds like this one:

just check it out if you've got time
